Notes

Tracks big capital builds with a plain-English 'update' field plus scope_status and budget_status flags — a status flip to over-budget or delayed is an instant brief item.

LICENCE LINKED 2026-10-12 (owner: a licence link wherever possible): its dataset on data.edmonton.ca states its licence as 'See Terms of Use' (licenseId SEE_TERMS_OF_USE, read 2026-10-12 at /api/views/<id>.json), and the portal's Terms of Use link opens the Open Government Licence – City of Edmonton v1.0 (story msh8-if28). Quarterly-ish refresh, not live. Companion geometry datasets xw7u-7mr6 (points) and nmn5-5yzc (lines) for mapping. WIRED 2026-08-21 via pipeline/sources/capital.py. Its mode has no generic collector and no code refers to this endpoint, so nothing fetched it and no health record ever existed. Disabled so the registry stops counting it as coverage; the entry is kept because the endpoint was verified and this is a wiring backlog, not a dead source. See ops/wiring.py. Key on ebuilder_number, NOT profile_number: 219 projects share only 102 profile_numbers and CM-21-0000 alone covers three unrelated projects. approved_budget_m holds DOLLARS despite the name.
