Notes

Strictly better than the Socrata permit datasets for breaking news: it carries permits at APPLICATION stage with live status ('New', 'Intake Review') and the neighbour NOTIFICATION_START_DATE/END_DATE window, whereas Socrata only publishes permits after a decision. Lets the brief say 'an application was filed yesterday' and 'the objection window closes Friday' rather than reporting approvals weeks late.

HIGH NOISE — includes every Home Improvement Permit (decks, fences, renewable-energy devices). Filter to JOBTYPE = 'Major Development Permit' or you will bury the brief. Same 303 redirect, wkid 3776, form-encoding and 2000-row pagination caveats as layer 40. Undocumented.
